Senior Commissioner Moon Ha-young graduated from the College of Law at Seoul National University and obtained a Master's degree in International Relations from Boston University. After passing the 11th Higher Civil Service Examination, she joined the Ministry of Foreign Affairs and has built extensive expertise in international diplomacy and economic and trade affairs over a long period.
Having served as Third Secretary at the Embassy of the Republic of Korea in France and Counselor at the Embassy of the Republic of Korea in Thailand, she held key positions within the Ministry of Foreign Affairs, including Head of the Economic Organizations Division, Head of the Environmental Organizations Division, and Director General of the Policy Planning Bureau, where she carried out major policy duties in the fields of the international economy, environment, climate change, and multilateral diplomacy. Furthermore, having served as Senior Advisor on Foreign Affairs and Security at the Office of the Prime Minister and as Minister Counselor at the Office of the President of the United Nations General Assembly, she possesses broad experience regarding foreign affairs, national security, and current issues concerning international organizations. Subsequently, he served as the Ambassador to Uzbekistan and the Ambassador to the Embassy of the Republic of Korea in the Czech Republic. He held key positions such as Ambassador for Climate Change and Ambassador for Energy and Resources at the Ministry of Foreign Affairs and Trade, Ambassador for International Relations to Jeju Special Self-Governing Province, and Ambassador for Overseas Koreans and Consular Affairs as well as Ambassador for Counter-Terrorism Cooperation at the Ministry of Foreign Affairs, actively engaging in the fields of international cooperation, energy and resources, climate change, protection of overseas citizens, and counter-terrorism cooperation.
He was awarded the Order of Dustlik of the Republic of Uzbekistan and the Order of Karel Kramar of the Czech Republic. Through his book *The Economics of Climate Change*, he has presented expert insights into climate change and economic and trade issues.
Currently, as a Senior Advisor on International Economy and Trade at Sanwoo Law Firm (LLC), he provides professional and strategic advice on corporate overseas expansion, international cooperation, climate change and energy and resources, and global regulations and trade issues, based on his extensive diplomatic experience and expertise in the field of international economy and trade.
